Supreme council: can’t sit with empty handsThe head of Supreme Council deputy’s group Ruben Torosyan came up with an initiative to found a “national congress of journalists’ rights protection” early last week when journalist of Haykakan Zhamanak daily Lusine Barseghyan was beaten.

After the violence against the chief officer of the Armenian Radio Liberty Hrach Melkumyan on August 18 Ruben Torosyan said that it is an urgent issue to found such institution in charge of protecting journalists’ rights. He says that the recent violence shows that he is true. “This time this violence was committed against one of the smartest journalists of Armenia. Meanwhile we think that this violence is connected with the Georgian-Russian conflict because throughout the conflict the radio Liberty has been broadcasting objective information in an operative manner. Some powers want to demonstrate that they are loyal to Russia,” says Ruben Torosyan. In answer to a question what the effect of such council or institution may be Mr. Torosyan said, “I think that mass media plays an important role in the civic and social life of our society, thus we should establish such commission which includes lawyers, politicians and also state officials.” Torosyan says that the latter may not be included in such commission but should be involved in its work in any manner or the members of this commission may meet them to discuss issues with them. “I think that if such commission is established in Armenia a lot of things will change. I think that if the authorities see that the foreign powers are concerned about the situation in which our society is trying to establish a commission in charge of protecting journalists’ rights they will be concerned and scared too,” says R. Ice of neutrality brokenTill yesterday Armenia has been neutral over the conflict between Georgia and Russia, which was definitely the best choice in this hard situation. However, the ice of neutrality was broken yesterday and as the president’s office informs the president had a phone conversation with Russian president Dmitri Medvedev and expressed condolences for the peaceful civilians and Russian victims resulted from the war. It is clear that the problem is not whether he would tell those words to Medvedev but whether he would tell those words just directly to Medvedev. If the conflicting parties are our strategic ally and our strategic neighbor, then it is logical that we had to also express condolences to Georgia as well. This would be the only option that would comply with the principles of good policy and humanism. During the war in South Ossetia not only Russian people died, but Georgians as well. Even many of those who died there did not know whether they were bombed by Russians or Georgians. Whatever is said the Armenian people, which was said to express condolences, feels sorry and expresses condolences not only to Russians but Georgians as well.

Doing better than OskanyanOn Friday president of Armenia Serzh Sargsyan and president of Azerbaijan Ilham Aliyev will have their first meeting in Saint Petersburg. The foreign affairs minister of Armenia Edward Nalbandyan informed during his first interview that there is a concrete package of suggestions to the Karabakh negotiations, which is registered with the OSCE and was presented to the parties during the OSCE conference in Madrid in 2007. However, American co-chairman Matthew Bryza says that there is no information at present concerning the recommendations developed to the parties at the end of last year in Madrid. “It was just a part of the negotiation process. Being the co-chairmen we have considered the recommendations of both parties during that year, discussed those recommendations and based on those recommendations we suggested compromises,” said Bryza. We don’t have to focus on the “mild” difference between these two announcements because if we follow Edward Nalbandyan’s logics, we will be sure that the positive results in favor of Armenia will be guaranteed after the meeting on Friday. Specifically, the foreign affairs minister of Armenia says that the result of the mentioned meeting can be considered positive for Armenia if the parties announce that they want to continue their negotiations after that meeting. Ultimately there will not be any announcements on stopping the process of negotiations on the part of Azerbaijan till the presidential election in Azerbaijan this fall. Kocharyan’s response to the OmbudsmanYesterday the department of public relations of the National Assembly reported that on May 5 the National Assembly Committee of Human Rights and the Committee of European Integration held a joint meeting during which they decided to hold a joint parliamentary hearing on June 5. The topic is the extraordinary report of the ombudsman Armen Harutyunyan on the presidential election and post-election developments. The committees have affirmed the list of spokesmen: the human rights defender Armen Harutyunyan, the prosecutor general Aghvan Hovsepyan, the minister of justice Gevorg Danielyan, who quite surprisingly have been expressing rather negative opinion about the Ombudsman’s last report. Reminder: In his report Harutyunyan only mentioned that the government is also guilty of the events of March 1. He mentioned this fact in a very indirect manner. Therefore the parliamentary hearing scheduled for June 5 is nothing else but the response of the government (specifically former president Robert Kocharyan) to Armen Harutyunyan’s accusation. And as a coincidence the committee includes people, who have been considered as Kocharyan’s “loyalists.” Read more

What spoils the Prime Minister’s mood?Yesterday on the occasion of the 16th anniversary of Shushi Liberation NA chairman Tigran Torosyan, Prime Minister Tigran Sargsyan, ministers and MPs visited the Yerablur. However, many of the liberation warriors, who have directly participated in the war of Shushi and the war in Karabakh, were in prisons on that day. What is the opinion of the Prime Minister about the fact that may of the courageous warriors were in prison? As a response and after being silent for a few seconds Tigran Sargsyan said, “You are now trying to spoil the holiday mood that dominates here. From the pan-national movement to Armenian National CongressDuring the 2nd congress of the “pan-national movement”, held in the conference hall of the Government yesterday, the first President of Armenia Levon Ter-Petrosyan made two lengthy speeches. His speech started with the estimation of the events of March 1. In his first public speech since the March 1 clashes in Yerevan between his supporters and security forces, Ter-Petrosyan also accused Western powers and organizations of betraying the cause of Armenia’s democratization with their largely positive assessment of last February’s “disgraceful” presidential election.
