“I think that during those events (March 1 events) the police has made serious violations in terms of imbalance and for that the first person responsible is Haik Harutyunyan,” told our reporter the Ombudsman of Armenia Armen Harutyunyan by commenting the words of the chairman of the ad hoc on the investigation of March 1 events Samvel Nikoyan. The latter recently said that nobody had given any order on March 1-2. “I don’t know what he has told Nikoyan but I know that he is going to attend the ad hoc session and am really curious about what he’s going to say there,” said Harutyunyan and added, “but I am absolutely sure that the police acted in an imbalanced way and he should be responsible for the disorder as he was in charge of the police at that time.” The Ombudsman mentioned that a number of high-rank policemen had mentioned at the ad hoc sessions that they received a direct order from their superior. Reminder: one of those policemen was the former commander of police forces Grigor Grigoryan, who had stated at the ad hoc that Haik Harutyunyan was the one, who gave an order to arm the police officers. Let us also remind that Harutyunyan had numerously refused to attend the ad hoc but soon he will most probably attend the session next week. That way he will be interrogated by the commission members. It’s not yet known whether the session will be open for the journalists or not. Of course it will be naïve to think that the ad hoc will try to reveal any new facts through Harutyunyan and most probably everything will proceed in a preliminarily planned scenario. However, regardless of the desire of the ad hoc and “level of training” Harutyunyan may appear in a desperate situation and if he claims again that he didn’t receive any orders he will be the only one responsible for the 10 victims of March 1. The only way to avoid criminal charges is to utter Robert Kocharyan’s name.

According to our information from the Armenian revolutionary Federation (ARF), the political board of the party is discussing the issue of resigning from the coalition after the May 31 mayoral elections in Yerevan. Certainly it has been the strategy of the ARF to pretend being an opposition power and threatening to resign from the coalition before elections, which was done only for the purpose of getting a couple of positions of ministers and governors. However this time the situation seems to be more serious and they are discussing not only the issue of resigning from the coalition, but the issue of making a new cooperation format with Heritage party as well (including the possibility of making a joint faction in the parliament). This “project” seems to be realistic because the leader of the Heritage party has contacts with the same Diaspora institutions as the ARF. As for the ARF, they are not keen to such cooperation of a new format but our sources say that since the recent activation of the Armenian-Turkish relationships the Diaspora institutions have demanded from the ARF to be separated from the incumbent government. Definitely this is the reason why recently the ARF made several announcements saying that it is not excluded that the ARF may collaborate with other political powers after the mayoral elections. Artsvik Minasyan, who is the first candidate in the community council members’ pre-election list of the ARF, recently said that it is not excluded that their party might cooperate with the Armenian National Congress as well. Certainly it does not mean that this is the way it should be. It is not excluded at all that after accomplishing the show of developing the Armenian-Turkish relations (if it happens before May 31) the ARF may give up and get new positions of ministers and governors again and support the “stability” in the country till the next elections.

The city administration office of Yerevan has refused the application of the Right and Freedoms Center to organize a march on the international day of human rights protection. The mentioned center was informed about the fact that their application had been rejected from non-official sources even though they had submitted the letter six days before the march would take place. The city administration office failed to give an official answer. The participants of the march would gather in the North Avenue, and then walk to the general prosecutor’s office without any harm to traffic. Now the authorities don’t even try to organize any events for children to substantiate their refusal. Thus, the government directly refused to allow to organize an event in favor of something which does not exist in Armenia, i.e. which was annihilated by the authorities.

It is more than one week that there is a crisis of benzene in Armenia. Despite the assurances of the government the crisis is deepening. During these days there were liens of cars waiting near gas stations to buy gas, and one liter of benzene in the shady market cost 1200 dram. According to the official information, yesterday ten wagons of benzene were transported to Armenia from Georgia, and more ten wagons will come to Armenia during these days. It is clear that this capacity will not help to overcome the crisis and there will be more demand for gas during the coming days. It is not excluded that there may be such crisis of grain import. Some bread factories are smashing low quality flour to save the flour.

Supreme council: can’t sit with empty handsThe head of Supreme Council deputy’s group Ruben Torosyan came up with an initiative to found a “national congress of journalists’ rights protection” early last week when journalist of Haykakan Zhamanak daily Lusine Barseghyan was beaten.

After the violence against the chief officer of the Armenian Radio Liberty Hrach Melkumyan on August 18 Ruben Torosyan said that it is an urgent issue to found such institution in charge of protecting journalists’ rights. He says that the recent violence shows that he is true. “This time this violence was committed against one of the smartest journalists of Armenia. Meanwhile we think that this violence is connected with the Georgian-Russian conflict because throughout the conflict the radio Liberty has been broadcasting objective information in an operative manner. Some powers want to demonstrate that they are loyal to Russia,” says Ruben Torosyan. In answer to a question what the effect of such council or institution may be Mr. Torosyan said, “I think that mass media plays an important role in the civic and social life of our society, thus we should establish such commission which includes lawyers, politicians and also state officials.” Torosyan says that the latter may not be included in such commission but should be involved in its work in any manner or the members of this commission may meet them to discuss issues with them. “I think that if such commission is established in Armenia a lot of things will change. I think that if the authorities see that the foreign powers are concerned about the situation in which our society is trying to establish a commission in charge of protecting journalists’ rights they will be concerned and scared too,” says R.
