ԱՐԱ ՄԱՐՏԻՐՈՍՅԱՆ, Սանկտ Պետերբուրգ

Հայաստանի եւ Ադրբեջանի նախագահների երեկ Սանկտ Պետերբուրգում տեղի ունեցած հանդիպումից հետո նման համոզմունք հայտնեցին ինչպես երկու երկրների արտաքին գործերի նախարարներ Էդվարդ Նալբանդյանն ու Էլմար Մամեդյարովը, այնպես էլ Մինսկի խմբի համանախագահները:

Հիշեցնենք, որ հունիսի 5-ին Հայաստանի նախագահ Սերժ Սարգսյանի գլխավորած պատվիրակությունը ժամանել էր Ռուսաստանի հյուսիսային մայրաքաղաք` մասնակցելու համար այստեղ հունիսի 6-ին եւ 7-ին նախատեսված ԱՊՀ անդամ երկրների նախագահների ոչ պաշտոնական (առանց փողկապների) գագաթաժողովին եւ սանկտպետերբուրգյան 12-րդ միջազգային տնտեսական համաժողովին: Սովորաբար նման միջոցառումները երկրների ղեկավարներն օգտագործում են իրենց գործընկերների հետ երկկողմ հանդիպումների համար: Սանկտպետերբուրգյան գագաթաժողովից եւ տնտեսական համաժողովից առաջ հայտնի էր, որ միմյանց հետ պետք է հանդիպում ունենան Հայաստանի եւ Ադրբեջանի նախագահները: Նման հանդիպման ակնկալիք կար դեռ ապրիլին տեղի ունեցած ՆԱՏՕ-ի գագաթաժողովի ժամանակ, ինչը, սակայն, տեղի չունեցավ ադրբեջանական կողմի պատճառով: Սանկտ Պետերբուրգում երեկ տեղի ունեցած հանդիպումը Հայաստանի նախագահ Սերժ Սարգսյանի համար առաջինն էր իր ադրբեջանցի գործընկերոջ հետ: Read more

Визит президента Армении в Санкт-Петербург был весьма значителен: впервые в новом статусе Серж Саркисян встретился с лидером России Дмитрием Медведевым. Там же в Санкт-Петербурге прошли его первые переговоры с азербайджанским президентом Ильхамом Алиевым. Նախագահ Սերժ Սարգսյանը Սանկտ Պետերբուրգում երեկ հանդիպում է ունեցել Ռուսաստանի Դաշնության նախագահ Դմիտրի Մեդվեդեւի հետ։ Նոր կարգավիճակում սա երկու երկրների նախագահների առաջին հանդիպումն էր։ Նախագահներ Սերժ Սարգսյանը եւ Դմիտրի Մեդվեդեւը վերահաստատել են երկու երկրների միջեւ դաշնակցային գործընկերության հետագա խորացման ձգտումը։
Հանդիպման ընթացքում երկուստեք գոհունակություն է հայտնվել ՀՀ եւ ՌԴ միջեւ քաղաքական երկխոսության եւ տնտեսական փոխգործակցության զարգացման ներկա բարձր մակարդակի վերաբերյալ։

SAINT PETERSBURG (Combined Sources)–The presidents of Armenia and Azerbaijan held what officials described as “constructive” talks on the Nagorno-Karabakh conflict in the Russian city of Saint-Petersburg on Friday.

Azerbaijani President Ilham Aliev and his recently elected Armenian counterpart, Serzh Sarkisian, met for the first time on the sidelines of a summit of former Soviet states. International mediators hoped that they would kick-start the Karabakh peace process, which has been stalled since last year. Read more

While Armenia’s authorities continue to insist that they have the political will to fulfill demands set out by the Council of Europe, the opposition plans to put those intentions to the test.

It has called a public rally on Liberty Square for June 20, just days before the Parliamentary Assembly of the Council of Europe (PACE) considers whether Armenia has met the conditions set out in Resolution 1609.

“Taking into account the cynical disrespect of the authorities to the demands of Resolution 1609, as well as the expiration of the term for their fulfillment stated in the resolution, the Popular Movement has decided to hold an all-republican public rally in Liberty Square on June 20 that will summarize the process of the fulfillment of the above-mentioned requirements and discuss what the people is to do in restoring basic democratic freedoms,” a statement by the Popular Movement said. On Friday president of Armenia Serzh Sargsyan and president of Azerbaijan Ilham Aliyev will have their first meeting in Saint Petersburg. The foreign affairs minister of Armenia Edward Nalbandyan informed during his first interview that there is a concrete package of suggestions to the Karabakh negotiations, which is registered with the OSCE and was presented to the parties during the OSCE conference in Madrid in 2007. However, American co-chairman Matthew Bryza says that there is no information at present concerning the recommendations developed to the parties at the end of last year in Madrid. “It was just a part of the negotiation process. Being the co-chairmen we have considered the recommendations of both parties during that year, discussed those recommendations and based on those recommendations we suggested compromises,” said Bryza. We don’t have to focus on the “mild” difference between these two announcements because if we follow Edward Nalbandyan’s logics, we will be sure that the positive results in favor of Armenia will be guaranteed after the meeting on Friday. Specifically, the foreign affairs minister of Armenia says that the result of the mentioned meeting can be considered positive for Armenia if the parties announce that they want to continue their negotiations after that meeting. Ultimately there will not be any announcements on stopping the process of negotiations on the part of Azerbaijan till the presidential election in Azerbaijan this fall.
